Neighborhood Commercial Revitalization Program
The Neighborhood Commercial Revitalization (NCR) program was established in 1998 to empower community groups to restore the productivity of underused inner-city neighborhood business areas. NCR works with grass roots organizations to promote revitalization of neighborhood commercial districts by attracting consumers, private sector investment and employment opportunities to targeted commercial corridors.
In October 2006, the Avenida Guadalupe Association, Inc. (Avenida) established a partnership with the City of San Antonio’s Neighborhood Commercial Revitalization Program (NCR). This partnership is designed to preserve, protect, and revitalize the economic and social fabric of Guadalupe Street, an inner-city corridor in the heart of the Avenida Guadalupe Neighborhood. As a partner in this city-supported initiative, Avenida receives multiple benefits that facilitate program coordination as well as assist in addressing the issues associated with commercial and community revitalization. Businesses within the Avenida NCR District are eligible for Operation Facelift façade improvement grants, the Brownfields Redevelopment Program; Empowerment Zone Tax Credits; and HUB Zone certification (see info below).
Avenida’s primary goal is to enhance and revitalize this community by creating an improved, vibrant, and inviting environment that community residents and consumers can enjoy!

- Provide loan referral assistance for businesses
- Attend free business workshops
- Make it easier to maneuver through the City’s development and permitting process
- Promote the corridor through community and media events
- Provide referral assistance for marketing and business plans, for start-ups and on-going
- businesses
- Work with developers to encourage infill of neighborhood-friendly businesses
- Have your business or vacant property listed in the AGA online directory
- Assist with Operation Facelift façade improvement grant applications
