NCR/City of San Antonio Incentives
OPERATION FACELIFT
Operation Facelift Façade Improvement Grants are only available in NCR Corridors. These grants provide matching funds (get reimbursed up to $15,000) for permanent façade improvements that help reverse deterioration of commercial structures and attract new business and private investment.
Eligible improvements include: windows or doors; storefront glass; painting; roof repair; attached signage; awnings; canopies; and certain types of security elements such as lighting and surveillance.
BROWNFIELDS REDEVELOPMENT PROGRAM
The Brownfields Redevelopment Program is also available to NCR businesses. The program assists property owners by offering financial assistance to return idle, under-used, abandoned industrial and commercial facilities, where expansion or redevelopment is complicated by real or perceived environmental contamination, back to productivity.

EMPOWERMENT ZONE
As an Empowerment Zone businesses can receive an: Empowerment Zone Employment Tax Credit: up to $3,000 in tax benefits for each employee you hire from the neighborhood (applies to new hires and existing employees) or a Work Opportunity Tax Credit: up to $2,400 in tax credits per employee aged 16-24 who lives in the neighborhood – for new hires during their first year of employment only.
Historically Underutilized Business Zone (HUBZone)
The HUBZone Certification program provides federal contracting assistance for qualified small business concerns that are located in historically underutilized business zones. Qualifying businesses may earn awards that have been set aside for companies located in HUBZone areas, sole source awards for specialized companies, and awards through full and open competition for any business within or outside a HUBZone area. City of San Antonio Incentive Scorecard
The City of San Antonio (COSA) offers a variety of incentives to promote targeted development, job creation and community growth in both residential and commercial/industrial projects that meet the priorities and goals set by the City Council, by location and/or type of project. The Incentive Scorecard System establishes criteria for administrative approval of incentives for qualifying development projects and serves as an evaluation tool to determine the public benefit of a proposed project. The on-line process is used to facilitate and expedite the award of targeted development incentives.
